Borrowing Guidelines
Cardholders in good standing may generally borrow 3 items. All items can be renewed by phone once. Overdue fees may be applied to late items at 10 cents per day, per item. Books may be checked out for 2 weeks at a time, magazines for 1 week, and videos for 3 days. Lost items will incur a replacement fee.

General Library Policy
Card Eligibility:
Any resident or property owner in Kingman and Millcreek Township may have a library card. Please bring a valid ID and verification of your address when applying. If you live outside of Millcreek Township and not in the library district, you may purchase a card for $78 a year.

Cardholders at the Kingman-Millcreek Public Library may borrow books, eBooks, magazines, eMagazines, audio books, audio downloads, and videos. We have a number of reference materials, newspapers, large-print books, bestsellers, westerns, mysteries, science fiction, and many more. We have an extensive video collection as well as books on CD.
Children will benefit from our large collection of picture books, easy readers, junior fiction and non-fiction. We also have children's magazines and videos.
Adult cardholders also have opportunity to use our public access computers for their word-processing, spreadsheet, and internet needs. In order to use the computers, you must fill out a form and users under the age of 13 must be accompanied by a guardian.

Computer Use Policy
I. General Information
A. Use of the Library’s computers and computer networks is a privilege, not a right.
B. The Library reserves the right to set and enforce this policy and its rules.
C. Misuse of the Library’s equipment or of the Internet access may result in the loss of your library privileges.
D. Failure to abide by the Library Computer and Internet Policy rules may result in the loss of the privilege to use the computers and access the Internet.
E. The Internet is a global network not controlled by the Kingman-Millcreek Library, nor by local or state agencies.
F. The Library staff can offer basic startup help in accessing the Internet, but cannot assist the user on long searches, in interpreting the material, or in verifying the validity, the accuracy, or the legality of the material found on the internet.
G. The Library reserves the right to monitor what appears on the computer screen and the activities that are carried out on the computers in the Library.
II. Requirements for Use of the Computer and the Internet by Adults (18 years of age and up)
A. A signed Computer Use Agreement must be on file at the circulation desk. This form will remain on file at the Library and will be valid unless and until the patron violates this policy and its rules. If the patron’s computer and Internet privileges are denied for a period of time and later restored, a new Agreement Form must be signed.
III. Requirements for Use of the computer and the Internet by Minors (under 18 years of age)
A. All Minors and a parent/guardian must sign the Computer Use Agreement Form in the presence of a Library staff
member.
B. Any computer user 12 years or younger must be accompanied and supervised at the computer by their parent/guardian who has a valid Computer Use Agreement on file at the Library.
C. Minors 13-17 years of age may have access to the Internet if a parent or guardian has signed the minor’s agreement Form in the presence of a Library staff member.
IV. Computer and Internet Sessions
A. A signed Computer Use Agreement must be on file at the Library.
B. Computer users must sign the register at the desk before beginning a session.
C. Children under the age of 13 must have adult supervision.
D. Parents/guardians have the option of excluding minor children from Internet access.
E. Computer user will not have food, candy, or drinks at the computer.
F. Use time limits:
1. All patrons (adults and minors) will be limited to one (1) hour of use.
2. The one (1) hour limit may be extended by fifteen (15) minute increments if no other patron is waiting to use the computer, or if no patron has made an advance reservation for that time period.
G. Advanced Reservations:
1. All patrons (adults and minors) may make a reservation for up to one (1) hour of use of the computer in any 24-hour time period.
2. The one (1) hour may be extended in fifteen (15) minute increments if no other patron is waiting to use the computer or a reservation has not been made for that time period.
H. Two (2) people sitting at the computer will count as one person and will be subject to the same time limits described above.
V. Other Guidelines and Requirements for Use of the Library Computer
A. Commercial use for the following activities are prohibited:
1. Product advertising
2. Political lobbying
3. Mass distribution of messages
B. All users of the Kingman-Millcreek Library computers are prohibited from the use, the creation, the transmission, the accession, the up/downloading, and the distribution of materials that are:
1. Pornographic
2. Sexually explicit
3. Obscene
4. Abusive
5. Threatening
6. Slanderous
7. Libelous
8. Vulgar
C. Patrons using the Library computers may make printouts on the Library printer.
1. The patron will be charged for each page of paper, the charge to be set by the Board of Trustees.
2. The patron will observe copyright laws.
VI. Misuse/Abuse of Library Computers
A. Damage to Library equipment by the patron will result in repair or replacement costs being assessed to the
patron.
B. No patron user shall use the Library connection to the Internet to violate any local, state, or federal law.
C. Illegal acts while using the Library equipment or Internet access may be subject to prosecution by local, state, or federal officials.
VII. Library Liability
A. Because the Internet is a global electronic network:
1. No state or county controls its content or users.
2. The Internet and its available resources may contain controversial materials.
3. The Kingman-Millcreek Library cannot protect users from offensive information.
4. Parents of minor children must assume responsibility for their child’s use of the computer and the Internet.
5. Not all sources on the Internet provide accurate, complete, or current information. Users need to use good judgment in questioning the validity of information.
6. The Library makes no warranties of any kind, whether expressed or implied, for the service it is providing.
7. The Library will not be responsible for any damages the user may suffer through accessing the Internet, including loss of data resulting from delays, nondeliveries, misdeliveries, or service interruptions caused by the Internet’s own negligence or your errors or omissions.
8. Use of any information obtained via the Internet is at your own risk.
VIII. Agreement Form
A. All users must sign the Agreement Form before using the Library computers and before accessing the Internet.
B. The signed Agreement Form will be kept on file at the Library. It will be valid as long as the patron user is in good standing with the Library and has not violated any aspect of the Kingman-Millcreek Public Library “Computer and Internet Use Policy”.
